In a country built on dreams of home ownership, today's environmental fight is focused on wealthy homeowners who install solar on rooftops, charge EVs at home, and replace gas heaters with heat pumps.

That’s good stuff — yay homeowners!

But half the U.S. lives in rental housing. They don't own a roof or a parking space, and seem to have little control over their carbon footprints.
